how come some of my .jpg files have the icon as a preview of the file and some don't. How can I get all of the icon to display as previews of the file?
The ones with previews have custom icons in the resource fork. You can either create such custom icon resources for the others with a program like GraphicConverter, or you can ask the Finder to create on the fly previews with View->Show View Options->Show icon preview.

You're probably using photoshop or something which will create an icon. That said, check out Pic2Icon on google it's by Sugar Cube Software, they haven't updated it in a dog's age, but it's a drag and drop icon maker. It never leaves my dock.
