Changing Icons on Folders and Files

I want to change the icons on some of my folders, dock items, etc.
I have read that this is fairly easy through the Get Info function, but for the life of me I can't seem to figure out why I can't copy, paste, edit, drag, drop, or anything else with the preview pic in the Info window.
What am I doing wrong or missing?
I'm running OS 10.3.8 on a PB G4.

Don't use the "Preview" picture to edit, just simply copy and paste the icon you want on top of the icon under the "General" portion of the "Get Info" window...

Do it with Info windows: mark the folder whose icon you want to use and open an info dialog. single click the icon, so there is a blue frame around it. Press Apple + C to copy it.
Then select the folder whose icon you want to change, open an Info window and single click the icon. Press Apple + V to Paste.
(In essence, it's the same method you used to use in MacOS 9.)

Well, I'd like to be able to change any of them.
The one in question I'm playing with is a simple one I created for my downloads. It currently displays the standard blue folder.
Let me try Oreo's method to see what happens.
I suppose I can copy from Preview or a similar program, too, in cases where I don't have a folder or file with the desired icon?

Now for the follow up: Can you recommend any sites which offer good Mac-style icons for little or no $$$?

There are several million good sites for icons. But interfacelift.com and the factory are a good start.

Iconfactory is my favourite stop. I'm using a bunch of their Indiana Jones icons on my firewire drive.
