I just bought a new Mac less than 3 weeks ago, what kind of upgrade policy does Apple have with regards to upgrading 10.3.8 to Tiger?

They are usually only giving free update (+ S&H) to Mac buyers that bought a Mac after they announced the release date.
But wait and see - no one besides Apple knows yet.

will this be restricted to a g5 computer? or can i use a g3? g4?

Tiger will run on all of those processors. How far back you can go on a G3 will depend on how old your machine is. Panther officially requires a machine which shipped with USB built-in, although it will run on older systems with some fiddling. I do not know if Tiger has the same requirement or not.

i got 2 macs  so i have to pay more for more license

Most of what I've seen has said Tiger will officially require a machine with firewire built in.

It's single user. Apple expects you to pay for two licenses. But you can buy a Family pack which includes 5 licenses. In the past, the family pack has cost $199.

That makes sense, as it moves up the requirement one generation. Lombards shipped with SCSI, Pismos with Firewire, etc.
