10.3.9 & Safari Shortcuts Broken?

Since installing 10.3.9, whenever I use the keyboard shortcuts Command+1, Command+2, etc. to access the bookmarks, I get the alert sound. This only occurs when I use the number pad on the right side of the keyboard. The numbers at the top of keyboard work as expected.

The keyboard is the standard model that came with the DP 800.

I have:
1. Repaired Permissions both before and after the installation
2. Safe Booted
3. FSCK’d (no problems)
4. Cold Restarted
5. Ran DiskWarrior (no problems)
6. Installed both the upgrade and Combo versions of 10.3.9

While hardly a major issue, it is puzzlement.

Suggestions (help) most appreciated.
