I just received 10.3.9 via Software Update, re-started the iBook and then watched two unique things, 1) instead of the shadowed Apple, a mass of colored dots where it should be, then after five minutes or so, a mouse pointer and a completely blue screen. I re-started several times, no change.

Any ideas?

Hmm...

1) Try resetting PRAM (hold down apple-option-P-R as soon as you hit the power button, wait for the second startup chime, then let go)
2) Startup in single user mode (apple-s as soon as you hit the power button) and run 'fsck -fy' (without quotes) as soon as the text on the screen is done loading. If it finds errors and fixes them, rerun that command until it comes back and says your hard drive appears ok. After that, type 'reboot' to restart the computer.
3) If those don't work, startup from the install disc and run Disk Utility, repairing permissions on the drive.

The worst case scenario is having to do an archive and install preserving user and network settings.

I've seen exactly this happen on my old eMac running 10.3. No doubt caused by a crash mid update (My own fault, over enthusiastic overclock). Was nothing I could do to fix the issue, bar re-install the OS.
The worst thing about having a failing memory is..... no, it's gone.
