Would I have the same final result if I bought a powerbook now and then upgraded to tiger or if I waited and bought the powerbook with tiger pre-installed? Would the eventual result be the same on the two machines?

The eventual result would be the same, though if you buy it now and get Panther then you'll have to deal with the Up-To-Date program if you want to get Tiger for free. It will work the same, but there's a bit of red tape involved; you can avoid that by waiting.
You are in Soviet Russia. It is dark. Grue is likely to be eaten by YOU!

Shortly after Jaguar came out, I bought a 700mhz eMac from the online Apple Store. The eMac came with 10.1 installed on it and an upgrade CD for 10.2 in the box. You had to completely install 10.1 first in order to install 10.2; there was no clean install option.

Machines that debut with Tiger, like today's newly announced PowerMacs, will probably include the full installer for Tiger.

I asked the local Apple store if I could do a clean install with the upgrade disk and they told me no. I have to install the previous version and then the upgrade. I'll wait till the Mini Mac comes with Tiger preinstalled.
