It seems that the "periodic" maintenance and cleaning scripts have been moved in Tiger. If you look at the "/etc/crontab" file, you will see this in there

# The periodic and atrun jobs have moved to launchd jobs # See /System/Library/LaunchDaemons # # minute hour mday month wday who command
Does anyone know more about this?

There's some information about launchd in the Ars Technica Tiger Review. Don't think it answers your specific question, but might lead you in the right direction.
