Run Mac OS X inside of another version of Mac OS X

Hi,
I am sure that i've seen a piece of software in the past, which is similar to Virtual PC, but will instead run Mac OS X, inside of Mac OS X - that is, it will allow me to run Panther in a window running from my main OS, Tiger. Any ideas what it's called?
Ideally, I would like to install Panther onto my USB 2.0 external hard drive, which is formatted as Mac OS Extended (Journaled), but the Panther installer won't accept this drive. It says "You cannot install Mac OS X on this volume. You cannot start up your computer using this volume"... however I can install on my iPod hard drive connected through Firewire (but I don't have enough free space) - does Mac OS X only support booting from Firewire and not USB?  Or would my USB drive have to be reformatted again so it's completely empty to install Panther onto?

OSX only supports installing on FireWire, not USB. There are several reasons for this, but chief among them is an inherent flaw in USB: it's too software-dependent. You basically need a running OS on at least one end of the connection in order for it to work properly, and so to boot off of USB you have to have already booted, which would defeat the purpose.
As for the software you mentioned, I have not seen any such program on OSX. I have, however, seen two similar programs on other platforms: SheepShaver for BeOS and Mac-On-Linux for Linux. SheepShaver predates OSX, and BeOS was never able to run on any machine which supports OSX anyway. Mac-On-Linux can boot OSX 10.3 (not 10.4 yet, as far as I know), but it only runs on Linux, and even then only on PowerPC machines.

Thanks for the replies.
Mac-on-mac was the type of thing I was looking for, but i'm sure there was another pretty well-known and well-developed program, but I can't for the life of me remember what it was!  And MoM doesn't run in Tiger as you mentioned.
Hmm, wish i'd known that USB booting issue before buying the hard drive, as that would have been useful.

It sounds like you're describing a "Virtual Mac" for Mac similar to Microsoft's release of Virtual PC for PC, but such a thing does not yet exist.

unless you count vMac which emulates classic Macs and old Systems (I think the latest I remember running on it was System 7 something). I wasn't a mac user back then so it's interesting to see what System 7 was like.

I don't think that's right. Yes, USB is a high-level protocol, but so is FireWire. Add to that the fact that Mac OS 9 will boot just fine off USB, so long as it's HFS+ formatted, and that the Mac in question support it (only AGP Macs can boot off FireWire and USB). The firmware in those Mac models has all the necessary FireWire and USB drivers.
The only reason I haven't tried booting Mac OS X off a USB drive is because I don't have any USB device large enough to hold Mac OS X.

There's also Basilisk II if you want to emulate an old Quadra and get color. Unfortunately, the Mac version doesn't seem to have sound support (the Windows version, however, is great).
Of course, you're not going to be running OS X on this.
