Spotlight forgets my Privacy settings

So I have an external firewire disk, "Backup", which I psync my Powerbook hard drive to every couple of days. Actually, the external disk has two partitions, "Storage" and "Backup", the backup one being exactly the size of my PB's drive, and "Storage" is what's left over. I do NOT want spotlight to index / search "Backup", but I do want it to index "Storage". Every time I add "Backup" to the privacy list, if I reboot, it is no longer on the privacy list, and it starts to index it on login.

Any tips? Is this considered a bug?
