Help, I deleted the admin group by mistake

When I got Tiger preinstalled on my Mac, it was set up with a short name I didn't want. So, I made another admin account with the details I wanted and deleted the old admin and that was fine. Then I discovered that whenever I created files etc, they were being made with admin as owner (me because admin is my short name) with read write permissions. They were also made with a group called admin with read only permissions.
I figured this was a mistake and went into Netinfo manager and deleted the admin group. Doing so has now made me a standard user so there are no admin users (despite the fact that there should always be an admin user on OS X). This means I no longer have permission to either change the groups folder nor can I log in as root because it was disabled.
I only have the 10.3 system disc but 10.4 is installed. What do I do to fix this?

If you just bought a machine with 10.4 on it, but no 10.4 install disk, call Apple, as they screwed up.

I bought my computer from a retailer who installed Tiger. I'm sure I can get upgrade discs from Apple in their program but I have to pay £12 or so. I'd rather get a full copy off ebay or amazon because I can install a generic version on my iMac. The upgrade would just be for the Mini.
Anyway, I fixed my problem. I thought I might have to install Panther again. I booted up my 10.3 system disc and used disk utility to reset the root password. This enabled root too so when I booted back into 10.4, I was able to create the admin group in Netinfo Manager again and add myself to it. This then made me an admin again except in the system prefs. By restaring, the system prefs recognised me as admin too. This seems to have sorted my original permissions problem too.

You need to report the dealer to Apple. They should not have installed Tiger on the machine without providing you with a proper, legal license (in the form of a real install disk or upgrader disk).
