System Prefernces has a generic icon and won't launch from the Apple menu

Title basically says it. I can't launch System Preferences from the Apple menu and when I look in the Applications folder it has a generic application icon (although I can launch it from there and it seems to work fine when I do).

This occurs in one account, but it works fine in another account.

Could this be a cache or priviledges thing? I repaired priviledges, but still no go.

Anyone have any advice?
