Sluggish Navigation Window - Any ideas?

If I wish to open a file from an app, or save my current document to a folder from inside an app it takes literally ages for the navigation window to appear. I get the SBBOD for about 25-30 seconds. It happens consistenly and I can't believe it's normal in Tiger. Anyone else ever had this or have a suggestion as to how to remedy it?
