Does the pending Intel announcement mean Macs could run win-doze programs natively?

Does this mean that Mac users won't need to use an emulator to run win-doze programs, or at least many of the steps in the emulation will be eliminated?

If it happened -- which need not be discussed in yet another thread -- it would only remove one hurdle to allowing them to run, namely emulation (which is the big CPU hog). It would still require a virtual machine environment and a copy of Windows. Of course, Apple would never do that, since it would hurt Mac software development.
