Is there something out there that can automatically deactivate keyboard shortcuts when another application is open?

I want to be able to automatically turn off the Dock, Expose and Dashboard shortcuts when Quark is active, then turn it back on when I quit Quark.

I don't know of any app, but you should be able to do it with Applescript. The only thing is, you would have to run the script each time you launch Quark and another script to turn it all back on after you quit... unless that can be automated as well.

Try Preferences > Keyboards > Keyboard Shortcuts to see if that works for you.
