Seriously though, if you want something free take a look at Outlook Express.

Other than that, you might be able to pick up an old version of Eudora for cheap on eBay, or something.

There's also Mailsmith but it's getting on for twice as expensive as PowerMail.

I'd use the last version of Mozilla for OS 9... or put OS X on the system...

I agree with Superchicken - the last Mozilla for OS 9 is the best choice for browsing and email.....
