On a friend's iBook, her DMG files are downloaded but the icon is blank.

When you double click, it opens in Disk Utility.

It should be using DiskImageMounter.app to open it ....

when I try and "change all" file types using diskimagemounter.app as the default app to open .dmg files, it doesn't stay that way. It will default back to Disk Utility.

Could be a corrupted LaunchServices cache. If you go into /Library/Caches and delete all files whose names start with com.apple.launchservices and end with .csstore, and then reboot, does that solve the problem?

does the cache remain there even after restarts? [this problem has been like this for awhile].

Yep. Try trashing it, and see if the problem goes away.
