Why wont this file bubble up to the top?

Sometimes I want to have file or folder bubble to the top and I add a blank space and that usually does it. I have one file -- it an iview catalog -- and I can't get it to the top of the jpegs for anything. I've tried everything I can think of. Usually I get these to the top no problem. any ideas appreciated.thanks.
