For me, it used to be like:

The default program for HTML files is Safari.

But let's say I'm in TextWrangler, and I save as HTML. It would remain the TextWrangler HTML icon and still open in that application because that's what I saved it in. Now when I save an HTML file in TextWrangler it retains the Safari icon and opens in Safari.

How can I get the previous functionality back?

I'm not sure if TextWrangler has a setting to change the files' creator settings. Otherwise, Open With in the Get Info panel should be able to do it.

It used to. That's not the point, it's not a textwrangler issue. It's an OS X issue. It used to do this with any app/fileformat. It should do what it used to by default. So i'm trying to fix it.

Exactly.
From the large list of stupid decisions Apple made in OS X, using mandatory file extensions as the default method for file identification easily tops my list by a wide margin.

Open With doesn't work in this case because every .html file would subsequently open in TextWrangler. And I understand that's not the idea.

The Mac used the much better method of file types/creators for a reason.

Please explain how this would be handled better in OS 9. If you had changed the creator from TextWrangler to Safari (as it sounds like the OPer has done) in OS 9, you would wind up with the exact same result. The only difference is that OS 9 provided no interface for you to do it.

I'll use the example from the original post.

OS 9 (file type/creator method):

“But let's say I'm in TextWrangler, and I save as HTML. It would remain the TextWrangler HTML icon and still open in that application because that's what I saved it in.”

OS X (file extension method):

“Now when I save an HTML file in TextWrangler it retains the Safari icon and opens in Safari.”

I have a very similar problem. A lot of files at work are archived with a very old app called "Disk Doubler" and it leaves the extension in tact when it compresses the file, so even though it's SUPPOSED to open in Disk Doubler by default... it will open in Illustrator instead and of course I get an error saying it's not the right format, then I have to go back and un-Disk Double the file first (It even KEEPS the Illustrator EPS Icon).

Another problem I'm having with Tiger is having Illustrator 9 ai files open in Acrobat Reader by DEFAULT... it thinks Illustrator 9 files are PDFs!!! (They too retain the Illustrator Icon)... And if I change the default App to open AI9 files to Illustrator, then ALL PDFs will open in Illustrator and that's NOT what I want. I'm getting sick of constantly dragging files to the Dock when they should open in the App they were saved from.

Nope. If a creator is specified, that program will be used to open the files. For instance, I am right now looking at a folder of HTML files where some have a default app of Safari and some have a default of SubEthaEdit. If that's not what's happening, it sounds like you have a problem with your LaunchServices cache.
