I really like the Services Menu but sometimes I find it a pain to navigate to the specific menu item I want to use. Wouldn't it make more sense to be able to make the Services menu popup using the Control key?

Oh yes it would! However, since Apple hasn't already implemented it the Apple yes-men will be quick to point out what a stupid idea it is. Enjoy.
If Apple hasn't already done it then it is bad. Simple as that.

There is a services preference pane you can download that lets you assign keyboard shortcuts to services menu items. I wish I could remember where I got it....

There's a pref pane that lets you have it as a contextual menu too, or maybe it was a haxie, not sure - but it exists.

Well here's an explanation of 'why not' from two years ago. Not sure why something hasn't been done about it since then. Probably b/c of the annoying catch-22 of no one asks for it b/c they don't know the services are available, but they don't know they're available b/c they're not in an obvious place like a contextual menu.

IceCoffee. Places Services in contextual menus, also allows you to disable the ones you don't want to use (or see). It's an APE module -- never experienced any problems, personally. Free. Thumbs up.
