Emac with 512 MG RAM.Just upgraded to Tiger from 10.2.8. Now cannot install any new applications. Error message says "The installation requires a system folder on the destination drive. The installation has been cancelled"

Tried with 3 different programs & none would work. There is a system folder there named system. everything else opens/ closes/ operates OK. Does this folder need to be blessed in OS X ? If so, how?
