I admit I couldn't read all 500 posts to the main bugs thread, but this is not a bug happening to me:
Expose will just not work on my my PB. left at default F9/F10, no hot corners, it worked for the first few days...now not. Also, F11 is weird: shows desktop and moves all windows aside and out of view.
of course, tried restart and complete shutdown/turn-on, but nope. any help??

Exposé fails if the Dock is acting up. I would tell you to kill the Dock, but since you've said restarting makes no difference I have to say I don't know what else to suggest.

Showing the Desktop by moving all windows out of the way is the default action for F11.
Don't know what the problem might be with F9/F10.

Check your Expose prefs, especially if you run World of Warcraft. WoW had a bug that removed the Expose hotkey settings.

the powerbook maps the f9 and f10 keys by defaul to manage the brighness of the keyboard keys. To use expose you need to hold down the fn key and then the f key, so fn-f9, and fn-f10 should activate expose.
you might also check the system prefs/keyboard nad Mouse pane/keyboard shortcut tab
check under dock, expose and dashboard triange, and see if all windows (f9) and application windows (f10) are checked. my laptop like to loose these settings when I restart.

FN F9/10 does work. not sure why I was convinced it was straight F9/10.
can i remap via system preferences to other function keys without having to use Fn ?

Tried removing the Dock preferences? Delete:
com.apple.dock.plist
from the Preferences folder within your Library.
just a heads up, will have to put whatever non out of the box icons back into your dock manualy. ive been finding more and more people are having problems with the expose plists
