If you put the Tiger DVD into the drive, it should come up with an OS9 application labeled "Install Mac OS X" or something similar to that. Opening this app should bring up a dialog box that will restart the machine when you click OK and boot into the installer. From there it's a standard install.

What kind of mac are you installing OS X on to?
You may be able to do this:
- Put your DVD in your iBook and turn it on while holding the "T" key, a firewire logo should appear on the screen of the iBook.
- Connect your iBook to the computer you're installing OS X onto with a firewire cable
- If you're lucky the iBook's hard drive and the OSX CD should show up on the desktop of the other computer
- Double click the OS X CD and launch the installer.
- Follow the on screen directions.
