Try this web site, they sell full install OS 9 CD's (various versions, 9.04, 9.1, 9.2 etc.) for about $35. I got one of these a couple of years ago and used it to put OS 9 on my old 7100/66 that had been upgraded to a G3 266 MHz processor card. It seemed to work just fine.
Just make sure that you get the version of OS 9 that is compatible with your machine.
Even though the latest version of OS 9 is 9.2.2 some older Macs can apparently only run earlier version such as 9.1

My PowerMac 6500 will only run 9.1 or earlier. I tried 9.2 and it refused to install it.
