WTF? Why Can't I open Keyboard & Mouse Prefs

Everytime I try to open keyboard and mouse prefs (on this brand new system less than 30 minutes old to remap the keys for my new keyboard, (and yes i've tried a mac branded one too) It says.
Cannot Open Preference:
Keyboard & Mouse
Then in the console it says:

How can I fix this asap? and how on earth could it break itself???

I'd try an OS reinstall. For reasons unclear, the OSes installed at the factory sometimes goof up.

Calm down! It's not a big [or]deal!
But yeah, try rickey939's suggestion of seeing if this problem only happens for you, or for all user accounts on the system (create a new account if necessary).

Did you hack in FrontRow?
You could try whether an Archive & Install with reimport of the user folders and settings would fix your problem (it likely will). It's not that much of an effort.

Does /System/Library/PrivateFrameworks/BezelServices.framework exist on your hard drive? If it's not there, you could try pulling it out with Pacifist. However, if this is the case, who knows if you might have other missing frameworks that will cause problems in the future, so yeah, I'd probably do an Archive and Install. As someone else said, it's not that big of a deal (don't listen to the people who claim you have to reformat the drive - you don't).

If the machine is new and doesn't have any unbacked up data, then I would just reformat the machine. Customize your install to get rid of all the stuff you don't need and save yourself some HD space. Languages and print drivers are the biggest problems here. Clean installs are mmm, mmm, good.

And unless your hard drive is seriously FUBARed, they're also mmm, mmm, waste of time.
BTW, you can get a customized install without the printer drivers and languages via Archive and Install.

If you're time crunched at work or something, then yeah, I can see the problem, but on a new machine it shouldn't take more than an hour to do a clean install, especially without the huge driver and language packages. Worth it to me to start your machine from the best possible position.

Okay so it was to do with the one thing I did install, frontrow, or tried to get working after 10.4.3 update. I just, realized i removed this framework, and backed it up.
I put back in BezelServices.Framework and it's all set ;-)

Rather than reinstalling the entire OS via Archive & Install, simply download the latest Combo Update for your particular system version and run it. It will only fix/install the files you don't have or ones that are messed up... no settings or apps will be lost.
9 times out of 10 doing this will fix minor problems such as this.

The problem is that if the missing file isn't completely contained in the Combo Update, which is entirely possible given the fact that the update is, in fact, an update, and not a full install (otherwise, the download would have to be the size of the install DVD), then it may not be completely restored by the Combo Update.
