I recently backed up my HOME folder and reformatted. I had some stickies on the dashboard with important data.

Where in my home folder is this? And can I just copy it over to my new (current) home folder to get it back?

It should be in your library under widgets
as for the copying, not really sure about that.

the only widgets folder i have is not in my home folder, but in my main hd folder under library. is this the one? i don't see where the data on the widets is.

Widgets available to all users are in /Library/Widgets.
Widgets available to only particular users are in ~/Library/Widgets.

The Widget preferences are in ~/Library/Preferences. The preference files start with ..... (drum roll)....

"widget-".

So, your Stickies Widget data is in the file ~/Library/Preferences/widget-com.apple.widget.stickies.plist.
