Im sure the desktop top toolbar has a hide feature(like the dock I figueredout that one).
How do I activate it?
I only want it to pop up when I mouse over it
dont laugh I only had the mac 1 month today

If you are referring to the menu at the top of the screen, you can't hide it.

This isn't Windows. But thanks, you made me laugh, really hard. 1st time today.
Reminds me of some recent Windows switchers, using my app, asking where is the menu bar in each window.

lol I must admit it took me a day or two to get used to the permanent menu bar at the top.
I must say, I prefer it to windows cluttered look

there are some (relatively untested) apps to hide the menu bar.
you can search the "gui customization" forum for info.
but apple does not like this, so basically, the menubar stays put
(i'd like it gone except for mousr-overs as well)...

I think once you've used the Mac for a while you'll understand why the menu bar should be visible at all times. For example, it would look really weird if the menu bar was hidden in an application like Photoshop.
Also, the menu-bar-in-a-window thing on Windows can get really obnoxious once several apps are open.

I especially like the things you can clutter it up with, just like you did your windows task bar, only better
