From iPhoto, I will export photos to my sandisk cruzer mini 1.0 GB flash drive. When I check the contents of the cruzer flash drive and it shows the only photos that I just exported (one of each).

I then take the cruzer flash drive to a photo kiosk, (usually a kodak or fuji) to get the photos developed into prints. When I load the photos onto the kiosk, I get 2 images of every photo. One image is the normal high resolution, and the other is very low resolution, almost like a thumbnail.

This can be very frustrating as I will then have to manually select the photos I want developed. This can take a long time if I've got a lot of photos.

I'm assuming that this is all happening because of some Mac/PC issue. Is it similar to the resource fork issue when emailing attachments to PCs? How do I fix it so I only have the high resolution photo to choose?

This is the resource fork. On a PC formatted disk (like your flash drive) the resource fork is saved as a second file. On the Mac this is still seen as one file of course, but a PC can see this as a second file. You can just ignore those files on the PC, or if you don't want to see them, save without a resource fork, or (if that's not possible), strip the resource fork from those files.

I use GrimRipper contextual menu extension to strip resource forks.

I downloaded GrimRipper and it worked great! Hopefully someday we'll be able to save from iPhoto with no resource forks, but until then I'll keep using the GrimRipper.
