A few weeks back our Quicken program started being launched automatically whenever we do a restart under Tiger 10.4.3.

It's not in the Libary/StartupItems folder.

How do I get this to go away?

How did that happen?

Click and hold the icon in the Dock. The Dock menu for that app will show up and you will see the "Automatically launch at startup" menu item. You accidently checked that. Uncheck it and it won't by started automatically any more.
