Is it good to turn on Stealth Mode in the advanced Firewall settings?

In most cases........ Yes. Basically it means that if someone is scanning random I.P. addresses, and yours happens to be one of the ones they're scanning, your computer won't in any way announce its presense. So for all intents and purpose, it will look like your I.P. address is a dead address with nothing on it.

Does stealth mode slow down or cause connections problems is what I want to know.

Stealth will not impact that. Since your connection will be originally initiated by you and not some port scanner.
