Ok, I give up.

When I shift-tab to move among running applications, I can't figure out why sometimes I move from one app to another, and then that first app is somewhere way down in the middle of the icons. I seem to remember that, in earlier versions of OSX, the order had something to do with when the app was last accessed.

What governs the order of icons when you shift-tab?

I think that's still the order -- the stacking order of the apps. However, when you hide an app, it jumps to the back.

So, it seems that the hiding factor is what was confusing me (hmm, an actual incidence of "it's not a bug, it's a feature". wow)
