This is on my factory-fresh 10.4.6 on my new MacBook, so it should not be there from hd corruption…

Any ideas how I can get it to look properly again?

Found this on the Apple forums,

"Choose Go to Folder from the Finder's Go menu and enter ~/Library/Caches/ as the folder's location. In this folder, move the item com.apple.preferencepanes.cache to the desktop and open System Preferences again; if the icon shows up properly, throw away the file you moved."
