is there an option somewhere in OS X 10.4 to create a restore point, image file that the system can use to restore your operating system incase of a harddrive failure, or something similar, or do I need to buy a 3rd party app to do this?

If you mean making a backup of your system, I use periodically use Carbon Copy Cloner to copy my system to an external drive.
