Well, I reckon you'll need to include the picture on the CD, but yeah, that should do it.

The picture file will need to be on the CD of course. However, you may like to make it invisible to the Finder (AFTER you've set it to be the background picture) so that it's name and icon never appear in the disk's open window(s).

There a a few different ways. I used to rename the file with a "." at the beginning (which makes it a hidden file in unix and Mac OS X. However, if you do that, you cannot select it in the view options picture selection. In fact you can't even do it with the enclosing folder as the "/" method of navigating to hidden folders doesn't work there.
To do it now, I use a utility that came with the Apple Developer tools called "setFile". I type:
setFile -a V </Volumes/diskname/path/to/file>
But I think this utility only comes with the developer tools. I'm sure there are other ways to make a file invisible, but I don't know what they are.

I create a folder for the image, select it as the background, then use Tinkertool (set it to show all invisible files). Then add the period at the beginning of the folder name, and set Tinkertool back to hid invisible files.
