but I have turned it off in the preferences.

Scenario:

Every time I decide to burn lets say a DVD image. I drag it to Toast and I guess by the way Toast works the DVD image gets mounted. Then DVD Player starts up although I've unchecked all those options in the preferences. This is a mystery to me.

Be more specific about which preferences you are talking about. Only System Preferences has any control over auto-launching.

I mean the preferences CD/DVD in system preferences (checked "Ignore" on "Start automatically this program" AND the preference in DVD Player.app (unchecked the option "Start DVD Player automatically when a DVD is inserted"

but yet it still automatically starts.

Weird. Try deleting the following file: ~/Library/Preferences/com.apple.digihub.plist and then opening System Preferences and making the setting again.
