File REFUSES to delete

I tried to trash my Photoshop CS folder, but one file won't delete, it's called "Tiếng%20Việt.html"
Here's what I've tried:
-dragging to trash and emptying
result? doesn't leave, no error
-option empty trash
same
-change file name
-43 error (permissions or windows file sharing error)
-repair drive permissions
nothing
-i have read/write privileges, but system is owner, so make me owner
error code 213, so i can't change owner
-downloaded Force Delete
-43 error
-terminal 'rm filename'
file doesn't exist error
-terminal 'rm -f' 'rm -v'
same
I don't know what to do at this point. Any help?

Move it to a folder by itself. Move to the folder's parent. rm -r foldername. Goodbye, file (hopefully). Otherwise, I'd suggest checking your disk.

I'd try running DiskWarrior if you have it.

I have the exact same issue. I have tried file trashing utilities, command line stuff....nothing works, I did run across an issue where there is a problem trashing file with a certain font, which I think this one is. It currently lives on my desktop, as I am tired of seeing the trash icon showing full.

Well it won't let me move it from the folder it's currently in. It's on my work computer so I've give those ideas a shot tomorrow morning. I'll let you guys know!

Again, try scanning the disk. If you have DiskWarrior, run it. If you don't, run fsck from single-user mode or Disk Utility from the OS X CD.

SuperEmptyTrash didn't work, I'm going to run a diskwarrior scan now.
edit: rebuilt the directory with DiskWarrior and it deleted!
