The panes that drop down (for instance, the window re-sizing on the preference pane for Safari, the log-in window in Onyx): they've become soooo slow. Is there a setting somewhere that can enable me to spped these things up? This seems to have happened after the latest OS update to 10.4.7

Try this. Repair permissions. Then apply the Combo 10.4.7 update. Repair permissions again.

A lot of little weirdness issues can vanish after using the Combo update.

There is a setting in Onyx.
Parameters->General->Speed of display of sheets.
