When I go to open pictures, the picture starts to open then it closes. The only way I an look at pictures is on Safari, or Photoshop. Any suggestions on how to fix this?

The pictures you are trying to open are probably associated with a particular program that is crashing when you double click the picture.
What are the file types of the pictures ?
Can you do a "Get info" on one of the pics in question, it will show you what program is assigned to open them. You may need to change that. (To do "Get Info", either right-click if on a two-button mouse or Ctrl-Click if using a one button mouse on the file in question).

The pictures are associated with the picture viewer, not another program.

The picture viewer? Do you mean Preview? Can you find the application and open it directly (double-clicking its icon)?
