iBook will not automatically sleep

I have a mid-2005 iBook G4 running OS X 10.4.8. Recently I was having problems with it not picking up a DHCP address from my wireless point. Now that problem is fixed, but at the same time, there is a new problem.
It will not sleep automatically. I can close the lid and it will sleep, but it will not sleep after the times set in the energy settings. The screen will dim, the screen shuts off, but no sleep.
The console log doesn't show anything. I've run Preferential Treatment to check my preference files (user and system) but they come clean and checked that "wake-on-LAN" is off . I've closed all my running apps and shut off my Bluetooth mouse, no sleep. Next step is to turn off the Airport card and see if that helps.
Anybody else see this problem? Other ideas?
(Or would this best be posted in the iBook forum, even though it is likely not a hardware issue?)

AHA! A clue! If I turn off the Airport card, the computer will sleep.
Now, so far I've only noticed this when I'm on my campus wireless network; last night, the iBook went to sleep on its own with the Airport on while on ym own wireless network. Is there something that could cause a computer not to go to sleep, like a frequent renewal of the IP lease?
I have the "Wake on LAN" turned off; I toggled it in case some setting didn't catch.
(Should I move this to the "iBook" or "Networking" forums?

Have you unchecked the wake-up on LAN checkbox in the Engery Saver prefs? Perhaps that does the trick.

Yes, it's off...I toggled it in case some preference somewhere was "stuck" but it is off. The odd thing is that the iBook went to sleep when connected to a different access point (my WRT54G at home) I'll verify this behavior when I get home tonight.

VERIFIED--on my wireless router at home, the notebook goes to sleep at the expected time. On campus, no sleep with Airport on.
How weird is that??

More weirdness needing further investigation...
I removed Norton Antivirus from my iBook and replaced it with clamXav. Guess who's iBook went to sleep on the campus network today at the proper time?
Now, the campus has a central server that pushes updates and schedules scans for all the campus-owned PCs running NAV on the academic network, so I wonder if that might have something to do with it. I'll have to observe behavior in the next few days to see if this was a fluke or a cause-effect observation.
