How Portable/Standard is Apple's WebArchive format?

I'm wondering if anyone has any knowledge or experience regarding the portability (if any?) of Apple's Web Archive format, introduced in Safari in 10.4. Can WebArchive files be accessed in any other Mac or PC apps besides Safari?

If such portability is desired, are there any other options for saving complete web pages _besides_ PDF (which forces a web page to be page-laid out)?
