So I've had my Macbook for around 4 months now, no huge problems, love it so far. However, lately I've found myself at a severe lack of HD space. I went looking around to see where all my space went, and it seems that my Library is the culprit. Does a 9.45GB library sound right? My apps folder is only a little over 6gb, OSX is under 2gb...

I'm coming from windows, so I really don't know how much space the Library should be taking up relative to the rest of my files, but almost 10GB seems absurd. Am I wrong? Or is there a way I can clean this up and regain some valuable digital real estate?

For the /Library folder at the root of your hard disk this sounds about right. The Garageband instruments and iDVD themes are in there and take a ton of space.

Take a look at The Omni Group - Applications - OmniDiskSweeper

You can use it for free and it will give you a better idea about where your space is used.

I use this program: Disk Inventory X 1.0 - MacUpdate (Disk Inventory) to see which files take up lots of room, and then you delete the individual ones. If you don't use iWork or Garageband I would recommend searching for all their components and deleting them (Garageband takes up gigs and iWork has a demo files that is hundreds of megs).
