Lost system sounds

I am unable to hear any system sounds. What could be the problem? I can hear music files playing, but no system sounds. It is not the output rate in the Audio Midi setup this time. That is at 44100 Hz. I also have the system volume setting set fairly high. What else can I set?

Is the 'Play user inferface sound effects' option, within the Sound preference pane, enabled?

Yes, that option is set. I restarted the computer and the sounds returned. I have no idea why they vanished in the first place.
