I had previously installed custom versions of Php and mysql, and then using the Terminal went into some hidden folder in my Mac and trashed some files.

Anyway, whenever I try to enable Personal Web Sharing in the Sharing preference pane, it says "Web Sharing starting up..." but never actually completes. So I think I borked some apache file somewhere. Is there any way to download apache and reinstall it so my Personal Web Sharing will work again?

I would be surprised if you could reinstall it and have it work again. I would suggest a reinstall.
