If you've foregotten your password then you can do that by inserting your install disks, reboot with holding the C key.
Once you get beyond the license information stuff. Click no the tools menu (I think its called tools) and you should see something about reseting your password.

If your trynig to change your password and you remember what it is then do the following (straight from apple's KB):
1. Choose Apple menu > System Preferences and click Accounts.
2. If the preferences pane is locked, click the lock icon and type an administrator name and password.
3. Click Change Password.
4. Click in the Old Password box and type your Old password.
5. Click in the New Password box and type your New password.
6. Click in the Verify box and type your new password again.
7. Type a hint to help you remember your password. If you have trouble remembering it the next time you log in, you'll see the hint.
8. Click Change Password.

Then you need to get Tiger disks. Try http://www.apple.com/store.

I think your really stretching things, if you don't have the license then you're pirating. I hate to sound harsh but just because an application (or OS) was loaded on your machine when you bought it second hand means you have the license to use it. Typically when transferring a license to another person it involves getting the instal discs.

What ever, you bought a computer with preloaded software that you don't have a license for.
As for your initial problem you either can reload Panther using the disks that do you have or buy Tiger.
