i've rearranged my desktop icons across two displays for organization purposes.

when i restart the system, os x moves all the icons back to the primary display.

is there a way to lock my icons the way i want?

There's a small application you can use; Desktop Icon Manager (DIM).
It's simple. It's free. You arrange your desktop icons exactly as you want them and it will save and restore the positions. I've used it for a couple years and I can't live without it. The "Read Me" file (in the zip/download) has instructions. Link:
