A file called ~ has appeared in my root direcrory - it is 700mb - can i delete it?

Did you have any 700 MB files there before that? It sounds like you accidentally renamed something.
I don't think there are any large system files that sit in the root directory, though, so it should be fine to delete if you're sure it's not something you care about.

Be very careful if you're deleting it from the command line. ~ is the abbreviation for the home directory on many unix-like systems.

Yes. There's no system-related file of that name. If you open the Terminal app, and run: file /~
That should offer some idea as to what's in the file. You can also run: head /~ to see the first bits of the file.
Most likely either something that got renamed, or a badly constructed program that isn't doing proper shell expansions.

Well, rm ~ wouldn't work anyway. It would just give you "/Users/whatever is a directory".

Some people's fingers are in the habit of typing rm -rf regardless of what they're deleting.

My sense is that it's an accidental rename - I guess I'll just move it, and see if anything terrible happens. Thanks!

Like I said, I don't believe it's a system file (renaming it already would have screwed things up anyway). It's probably something of yours. Judging by the size, it might be a CD image or a compressed movie.
