If you need to rebuild it you can use a Terminal command or a utility like Cocktail.

I do not want to rebuild it. I want to use it as a reference to look up information.

C'mon. Ever heard of Google?

A Google search on Launch Services Database (which was pointed out to you) brings back lots of relevant articles.

Including this one:

macosxhints.com - How to rebuild the LaunchServices database

As you can see, there's a command and if you give it the -dump flag you can see everything in the database.
