So I've just reformatted my HD and did a fresh install of Tiger. Everything seems to be runnning slow, and when I try and boot to safe mode, it goes right from grey apple w/ spinning wheel to turning off. What does this mean?

Possibly a server hardware issue? What version of Tiger?

What Mac?

Hardware problem might be the most likely cause, but you might try reinstalling OS X again to see what happens. I did have a bad install once where it would not boot from a freshly installed volume, but I had been experimenting with installing OS X on a tiny volume.
