Dock and Apple Menu weirdness

This is quite possibly the strangest hing ive seen on the Mac.

I was using my intel iMac running 10.4.9 (all updates installed)... when i noticed:

1. The finder icon in the dock was was "under" the dashboard icon and i couldnt get the finder icon to be on top.

2. When i clicked on the Apple menu to try and restart, i noticed it had 2 Restart entries, "Restar" and "Restart..." and a couple of other duplicates as well.

I restarted and all seems back to normal.

What's going on here ?

1.) Known Dock-bug that happens from time to time.
2.) You had VoiceOver turned on.
