Odd preference files and Universal Access Ap running

I had system crash this morning, rebooted then got a kernel panic, system wouldn't restart, so restarted from Mac OS X install CD. Ran Disk Utility, disk fine, a few permissions fixed.

I restarted by quitting from the installer and selecting the main HD to boot 10.4.8 from. Restarted fine.

I now notice that Universal Access App is running. It's not in SystemStartUp.

I also noticed that I have some odd files in the ~/Library/Preferences - one named cf#DhQjK and another named DEIZCWU.txt. I can't open the cf#DhQiK file but the other has emtiXelVYlaLM9XT4jB8cQ== as its contents.

How do I get rid of UniversalAcessApp and what might the other two oddities be?

I have the same issue with UniversalAccessApp running. Haven't figured out what turned it on or how to turn it off. All items in Universal Access Preference are OFF.

JKT had mentioned that the Universal Access application was activated in a recent update:

As for the funny preference files, I don't know what they are but I suspect that it is completely unrelated to Universal Access.

You don't get rid of that application, but you can go into System Preferences and click on the Universal Access button and turn all features off that have an on/off setting. You might find that ZOOM is activated in the Seeing tab.

I have already made sure that everything contained in the Universal Access Preference Panel is turned off and Universal Access App is still there.

Maybe I'm thick, but how is it a problem that UniversalAccessApp is running?
