I don't know what this 'program' is, but i see spikes in CPU activity throughout the day. I force quit this app (which is run in root) and nothing seems to change.

Can anyone tell me what it is and how I could have activated it?

Ironically, pmTool is the tool Activity Monitor uses to keep tabs on the other running processes, so it won't be there if you're not watching it.

As far as not knowing what some process is... in this case, you could have
used the popup menu to view All Processes, Hierarchically and seen that
pmTool's "parent" program was indeed Activity Monitor (as CharlesS said).

Might be a good thing to check --in general-- before killing stuff willynilly.
